Planning a music group for people with Mental Illness?

I want to set up a music group for people with mental illness, maybe in the hospital its self or hire a room nearby and set up equipment there, I’m just not sure how to go about it, I have started to write a plan to send to the sponsership organisations such as “Peoples Millions” and the “National Lottery”, Can anyone offer some guidance on how to structure a written down plan like this?
